In the course of collecting taxes and spending money, the federal government inevitably creates “winners” and “losers” across the American landscape. In Fiscal Year (FY) 2013, Alabama is the sixth biggest net receiver of federal spending relative to federal taxes paid.

As shown in Chart 1, Alabama paid $7,753 per person in federal taxes in FY 2013—this was -28 percent below the national average ($10,722 per person) and ranked as the 7th lowest level in the country.
