It seems that Augustine is forming his understanding of the City of God in contrast to the violent carnality of the Roman Empire, both its religious vision and its unloving governance... As a result, his construct reflects this dichotomy more than the aspect of corporate redemption. This is a natural dynamic of addressing the conscience of the nations - the common moral conscience of the nations, which is not of the same composition of conscience as is found in Israel, as God preserved a different conscience in Israel...
